Q: I am measuring just barely over 15. Should I get the small or medium?

You might be okay. It is always a guessing game with these things. I was 13.5 inches, asked for the medium but had to return for the small. Good about the return if necessary.

Q: After a few days wear I have a rash and hives. Is there anything I can do to make it wearable or simply stop using it?.

Too much wear. Recommend wearing for part of a day, but not continuously. Skin needs a break.
