Yes it does. There's a special 1700 bracket included in the box

Q: Can this cool the Ryzen 9 5950X long term?

Without overclocking much, it will work just fine. If you start overclocking just keep an eye on your temperatures. If you do plan on overclocki g right away, I would just get a 3 fan 360 radiator if you are going with an AIO and call it a day.
