after 28 hoursthe device no longer operates, no way to add in my own battery, so i should just curl up and die? Nobody comes .. the battery is dead

Hello,
We understand your concern - please note, these beacons are built with strict regulations and testing to ensure that the operational battery life is sufficient to ensure the safe rescue of anyone who uses it. Once activated in an emergency, the signal transmits to the satellites immediately without delay - triggering a search and rescue effort. 
Please also note, for marine based use with a vessel, we recommend also purchasing an EPIRB, providing 48 hours of operational battery life once activated. Paired with a personal locator beacon, you have over 72 hours of operational life for search and rescue efforts in an emergency on the water.

I think the requirement for 24 hrs is a mandated industry standard minimum.  Which means that during the life span of the battery (in an unused device), when activated it will operate for at least 24 hrs, and more than likely longer, especially early in the battery's life.  That is why the manufacturer instructs that you must replace the battery if activated, because it may no longer provide >24 hrs.

As long as your device can access satellites, SARSAT will pick up the signal in far less than 24 hrs.   If your device transmits GPS coordinates, they will have that too.  Seriously, if the signal can reach the satellite, it will be picked up promptly, and the information will be relayed to the nearest rescue station to your position.   The local rescue team will use the different signals to pinpoint and find you.  The GPS/406 will get the close, the homing beacon helps them if visibility is bad or if they are searching for you by air.  You would be much better served by bringing a strobe light than extra batteries, plus installing batteries is not a simple task (not made for consumer replacement).

The fact is, if you are concern that you need more than 24 hr time, it makes more sense to take 2 devices and use them sequentially than covering a lithium battery back/screw driver etc.  Need screw driver to disassemble the PLB to get to battery.   
Note:  there are high end PLB that have the ability to let you know that your signal has been received. 
Note:  it goes without saying, it will not work if the signal can't get to the Satellite, so if you're in a cave or bunker you need to get outside.

I really do understand where you are coming from, because I have the same irrational fear and I in fact do have 2 PLB's.  the ACR-375 and the ACR view.   And at times I take both.  BTW, the cost of replacing the battery is about 40% of the cost of a new one.   And if you replace the battery, you have a 5 year old device.  Also if you have to use the device to save your life, ACR will replace the battery free I believe.

Is there additional fee for return link service as of August 2023. Earlier reviews stated $48.00. Is this a one time fee

There is no additional fee for return link service in any PLB or EPIRB in the market. Please disregard any reviews that indicate there is an additional fee. The return link service functionality of these new beacons is built into the unit from the point of manufacture and the process of receiving a message back from the Iridium satellite network that your distress signal has been received is fully automated. There is no action by the beacon's owner or end user.

How long have these been in storage / stock? or what is the average battery replacement date for these you are selling? i dont want to get an old one.

They are probably a year old . That doesn't mean that the battery would have any issue.  Your warranty will start from the date of purchase.
